Do-It-Yourself GIS: 20 Free Tools & Data Sources for Creating Data Maps

1) Tableau Public
Create maps and other types of data charts; free download, link to training materials.
2) Google Fusion Tables
Upload data and display using Google Maps
3) Heatmapper
Upload spreadsheet data and display on map
4) IMF Data Mapper
Visualize economic data from the International Monetary Fund (IMF) about its 188 member countries.
5) Gunn Map 2
Use pre-loaded data or upload your own. Maps can be exported as images (jpg, png).

DIY Maps
Very basic. Download to your computer and create maps that color-code groups of counties within a state, or groups of states in the U.S., Canada, or Mexico.
GMapGIS
GmapGIS is an online GIS (Geographic Information System) app, first published in 2010, for common users (non specialists) to view, create, and share location based data using Google Maps. The app is free to use.
Google Earth Pro Desktop
Create maps with advanced tools on PC, Mac, or Linux. Compute distances and areas using measurement tools; Visualize, manipulate and export GIS data; Use Movie Maker to produce media collateral; and manipulate and export GIS data.

MapCreator 3.0
Free download. Create static and animated maps, save maps in common image formats (TIF, BMP, JPG, PNG, etc). MapCreator 3.0 also provides a tool to add/edit routes.

Create personal (private) or community (published) maps to highlight travel, recreational opportunities, or anything you like!
My Maps - Google
Create a free account and create maps of places that matter to you.
National Geographic's Mapmaker Interactive
This resource allows users to observe and manipulate a wide variety of data sets on a world map. The weather/climate tab provides visual representations of climate data, but users can make other curricular connections as well. Users can also create links on the maps to show photographs or videos of an area.
Scribble Maps
The basic service is completely free and allows you to create custom maps, widgets, and images. Share your custom maps or publish them to your website/blog.
ZeeMaps
Create maps from lists. Unlimited markers per map. Input from: Google Spreadsheets, Microsoft Excel, CSV, KML, GeoRSS feed or Copy-and Paste.
